Identification
Description: Programme of a special meeting of Penzance Town Council to confer the honourary freedom of the Borough of Penzance upon Captain Frank Latham (Late R.E.), held on Friday 9th September 1938 at 2.30pm. It contains an order of proceedings, written by the Town Clerk, R.C.E Austin, a large signed photograph of Latham, a three page biography of the latter and details of the Scroll. The event is to include a preceding programme of music by a small orchestra of members of the Penzance Orchestral Society, conducted by Walter Barnes. Printed with black ink on a four-page paper booklet, with the Borough of Penzance coat of arms on the front page.
