A printed letter attached to the first page explains the reason for the public subscription as proposed by Richard Couch, Penzance Mayor, and to be managed by the Charity Committee of the Corporation. He hopes to provide for William Hill's widow and ten children, who have been residents of Penzance for many years, following William's demise on board the S.S Coath at Torquay, on which he was cook.
